Promulgation of Vinaya Rules Lecture 101.P.F (B.P.U)

Once,Ven.Sariputta requested to the Buddha to promulgate the Vinaya rules. But the Buddha answered that it was not the time to promulgate the Vinaya disciplines to the Sangha Order. But after the first Parajika committed by Bhikkhu Sudindha, the Buddha understood that it was time to lay down the Vinaya rules of the disciplines in the Sangha. In the Baddaliya Sutta it is denoted that five items as causes of corruptions in the monastic Order. The five causes how the lord Buddha laid down the Vinaya rules were as follow:
(1) Lābhagga mahattatā hoti=greatness of gain
(2) Yasagga mahattatā hoti=greatness of fame
(3) Bahussuta mahattatā hoti=greatness of learning
(4) Rattaññu mahattatā hoti=greatness of security
(5) Vepulla mahattatā hoti=greatness of numbers
And then, there are four reasons excluding above “Vepulla mahattata hoti” as the causes of laid down Vinaya rules in the Suttavibhanga. In the earliest period of the time, there was a few Numbers in the Sangha Order, but later it has been increased numerically in the Order.The Buddha laid down the Vinaya rules for the sake of Sangha Order. There are ten reasons for the Vinaya rules,as follow:
(1)Sangha sutthutāya=for the well being of Sangha.
(2)Sangha phāsutāya=for the convenience of Sangha.
(3)Dumagūna puggalāna niggahāya=for the restraining of evil minded persons.
(4)Pesalāna bhikkhūna phāsuvihārāya=for eased of the well behaved monks.
(5)Ditthadhammikāna āsavāna savarāya=for restraining of defilement of this world.
(6)Saparāyikāna āsavānam patighātāya=for eradication the defilement of life-after.
(7)Appasannāna pasādāya=conversion of new adherents.
(8)Pasannāna bhiyyobbhāvāya=for enhancement of those already converted in the Order.
(9)Saddhammatithitāya=for establishment of continuity of dhamma.
(10)Vinayānuggahāya=for facilitating of the Buddhist disciplines.
The Buddha promulgated the Vinaya Rules by the reasons above mentioned. There are eight divisions in Vnaya namely:
(1) Parajika=main offenses……. (4)
(2) Sanghadisesa=second main offenses… (13)
(3) Aniyata=minor offenses… (2)
(4) Nissaggiyapacittiya=major offenses… (30)
(5) Pacittiya=major offenses…. (92)
(6) Patidesaniya=major offenses. … (4)
(7) Adhikarana (7)
(8) Sekhiya=minor offenses….. (75)
